The F1 thing dosn't apply so much in the area of engines anyway, various small parts might in the future, but overall its the other parts that'll change future vehicles. The thing is, my origional question wasn't realy answered, and dosn't really relate to most of what it was replied with. All i can see about the cat issue on NA's is it comes down to what you want the car for, i dont think actual state (province) laws make any difference, if you want the car for driving around then leave them in, you'll have more low end power anyway by the sounds of things. While i havent done any actual research i'd almost guarentee that your area under your torque curve would be greater without cats, while you might still be lower under 3k rpm, this would make a better performing car for most track applications, and in general more of a 'sports car' Just my bit anyway.
